INSCRIPCIÓN EN EL CENSO ELECTORAL DE CIUDADANOS NO ESPAÑOLES RESIDENTES EN ESPAÑA (CERE) PARA LAS ELECCIONES MUNICIPALES Y EL PARLAMENTO EUROPEO (PE) DE 2019 ELECTORAL CENSUS OF NON-SPANISH CITIZENS RESIDENT IN SPAIN (CERE) IN THE MUNICIPAL ELECTIONS AND THE EUROPEAN PARLIAMENT OF 2019

Les informamos que el próximo año se celebraran las elecciones municipales y las elecciones al Parlamento Europeo, en las que podrán participar los ciudadanos de la Unión Europea (UE) residentes en España y además, en las elecciones municipales también podrán participar los nacionales de doce países que tienen firmado un Acuerdo de reciprocidad de voto con España.

• Ciudadanos Nacionales de países de la Unión Europea (UE)

Los ciudadanos de la UE residentes en España, que reúnan los requisitos para ser electores exigidos para los españoles y que han solicitado su alta en el padrón municipal o cualquier modificación de sus datos padronales, pueden ejercer el derecho de sufragio activo en las elecciones municipales y/o en las elecciones al Parlamento Europeo si manifiestan su voluntad de ejercer eses derecho.

Como pueden manifestar su voluntad de voto?

POR INTERNET CON CERTIFICADO

Puede manifestar su voluntad de voto adjuntando el modelo específico CERE-DFA a la instancia genérica.

Período de la solicitud

Hasta el 30 de enero de 2019. (Por internet con certificado sólo hasta las 12:00 h del día 30 de enero de 2019).

• Ciudadanos Nacionales de países con Acuerdos de reciprocidad

Los ciudadanos nacionales de países con Acuerdos que reconocen el derecho a votar en las elecciones municipales, residentes en España, que reúnan los requisitos establecidos en los mismos para ser electores, podrán solicitar la inscripción en el censo electoral de dichas elecciones.

La condiciones que deben reunir para tener derecho a la inscripción son:

1. Ser mayor de dieciocho años y no estar privado del derecho de sufragio activo.
2. Estar inscrito en el Padrón municipal de habitantes.
3. Estar en posesión de la autorización de residencia en España.
4. Haber residido legalmente en España el tiempo exigido en el correspondiente Acuerdo (cinco años en el momento de la solicitud o tres años el día de la votación para los nacionales de Noruega).
5. Cumplir los demás requisitos que estén establecidos en el correspondiente Acuerdo.

¿Qué países tienen Acuerdos en vigor?

Bolivia, Cabo Verde, Chile, Colombia, Corea, Ecuador, Islandia, Noruega, Nueva Zelanda, Paraguay, Perú y Trinidad y Tobago.

¿Cómo pueden solicitar la inscripción en el censo electoral?

La Oficina del Censo Electoral (OCE) enviará en el mes de noviembre de 2018 a los ciudadanos nacionales de los países con Acuerdos que reúnan las condiciones indicadas una comunicación con el impreso de solicitud y las correspondientes instrucciones.

Si no reciben esta comunicación pueden solicitarla en el ayuntamiento:

• National Citizens of countries with reciprocal agreements

 

National citizens of countries with Agreements recognizing the right to vote in municipal elections, resident in Spain, who meet the requirements established therein to be electors, may request the registration in the electoral census of said elections.

 

The conditions they must meet to qualify for registration are:

• 1. ) Be over eighteen years of age and not be deprived of the right to active suffrage.
  2. ) Be registered in the Municipal Register of inhabitants (Empadronamiento)
  3. ) Being in possession of the residence permit in Spain (NIE / Tarjeta residencia)
  4. ) Have legally resided in Spain the time required in the corresponding Agreement (five years at the time of the application or three years on the day of the vote for the Norwegian nationals).
  5. ) Comply with the other requirements that are established in the corresponding Agreement.

  

Which countries have Agreements in force?

How can they apply for registration in the electoral census?

 

The Electoral Census Office (ECO) will send in November 2018 to nationals of countries with Agreements that meet the indicated conditions a communication with the application form and the corresponding instructions.
